Pretty sure that IU and Purdue are both ACHA D2 club teams, not NCAA D2 varsity teams. They're not going to switch from club to varsity because of costs and Title IX.

It's going to happen though. Michigan, Michigan State, Wisconsin, Minnesota and Ohio State are on board. Penn State will be adding hockey in 2012 as an independent, then join the new Big Ten hockey conference in 2013.

It's great for the Big Ten, but gonna be rough for the CCHA and WCHA. Hopefully there will be enough non-conference slots available for those conferences to still play their traditional rivals. Going forward, it'll be interesting to see if Notre Dame sticks with the CCHA, or looks to become a hockey-only affiliate member of the Big Ten...
